So set your Steam language to Korean and it should change your Dota2 to Korean aswell. If you still don't hear Korean voice acting, then it's not in the game yet. The recorded lines might be in the Dota2 files, but unused.

You'd have to wait for them to implement them. Means when you start a game, it will download the language contents if available and then you can play.

Also in properties it has only Chinese, Korean and English. You can chose from more languages if you change it via steam.
